A “takeover” of Haiti’s health system by international relief workers after last year’s earthquake caused unnecessary deaths and undermined the country’s own fragile medical facilities, a British charity said.

ActionAid, an international charity active in the Caribbean nation, expressed concern in a report that land disputes, slow progress on rubble clearance and poor record keeping were among the biggest structural barriers to rapid rebuilding.
