An unpublished audit of the Department of Immigration and Citizenship handed to the department in February found that inadequate record-keeping and a focus on compliance, rather than decision integrity, were threatening to undermine the system.

And, the audit found, failure by the bureaucracy to comply with the department’s processes could lead to court challenges of Immigration Minister Chris Bowen’s decisions, or undermine confidence in him.
